I'm glad that caught your eye. I deliberately used the passive tense because American lawmakers were very reluctant to reform the racist laws. They did so under immense pressure while dragging their feet, so they don't deserve a whole lot of credit. If you're familiar with the history already, then you know why I'm hesitant to laud them.
